Leaders of Rwanda and DR Congo Engage in Diplomatic Talks in Qatar

On March 19, 2025, talks mediated by Qatar took place between Rwandan President Paul Kagame and Democratic Republic of Congo (DRC) President Felix Tshisekedi. This meeting aimed to alleviate tensions in eastern Congo, following the M23 rebels’ recent escalation of violence, including their withdrawal from peace talks in Angola the previous day. Qatar’s Emir Sheikh Tamim bin Hamad Al Thani hosted the discussions, signaling the country’s continuing role in regional diplomacy.

The discussions resulted in a joint commitment by both leaders for an immediate and unconditional ceasefire, in accordance with agreements made at a preceding African summit. The joint statement highlighted gratitude towards Qatar for facilitating what was described as a “fruitful meeting” that fostered confidence for a secure future in the DRC and its surroundings. However, the statement did not provide concrete details on implementing the ceasefire.

The M23 rebels, who have a history of conflict in the region, withdrew from negotiations due to European Union sanctions imposed on them and Rwandan officials. President Tshisekedi had previously been reluctant to engage directly with the rebels, who have battled government forces for over ten years, but recently expressed willingness for dialogue. Earlier this year, hostilities intensified, with M23 capturing significant areas including Goma and Bukavu, despite ongoing international peacekeeping efforts.

The recent talks in Qatar between Rwandan and Congolese leaders underscore a crucial attempt to address the ongoing crisis in eastern Congo, particularly following the M23 rebels’ intensified military activity. Although the leaders reaffirmed their commitment to ceasefire, the lack of specificity in implementing this plan remains a concern.
