On March 13, the Caretaker Authorities enacted a Constitutional Declaration, following the integration announcement of the Syrian Democratic Forces (SDF) into Syrian state institutions on March 10. UN Special Envoy for Syria, Geir Pedersen, expressed support for this development as a notable step towards reinforcing the rule of law and indicated hope that the declaration would provide a robust legal foundation for a credible and inclusive political transition.

Since March 6, there has been a rise in hostilities, particularly in Tartous, Lattakia, Homs, and Hama, resulting in numerous civilian casualties, property destruction, and significant displacement of individuals in coastal areas.
