IGAD Heads of State Call for Dialogue to Resolve South Sudan Tensions

The IGAD heads of state emphasize that dialogue is vital to de-escalate tensions and enhance peace in South Sudan. They reaffirmed the importance of the R-ARCSS, condemned recent violence, and called for accountability and comprehensive engagement among all parties involved. The assembly underscored the necessity for societal involvement in reconciliation efforts.

The Intergovernmental Authority on Development (IGAD) heads of state convened for their 43rd Extraordinary Assembly to address the escalating tension in South Sudan. They emphasized that dialogue is essential for resolving the ongoing hostilities and restoring peace. The leaders expressed deep concern over the resurgence of violence and breaches of ceasefire agreements in the region.

The assembly highlighted the Revitalized Agreement on the Resolution of the Conflict in South Sudan (R-ARCSS) of 2018 as crucial for the peace process. They condemned the recent killing of General Majur Duk, a Commander of the SSPDF forces, alongside others, including a UN evacuation crew. The leaders called for an immediate de-escalation of tensions and respect for the Permanent Ceasefire, urging the release of detained officials.

The leaders stressed the need to expedite the implementation of Transitional Security Arrangements and allocate necessary resources promptly. Additionally, they directed the Ceasefire and Transitional Security Arrangements Monitoring and Verification Mechanisms (CTSAMVM) to investigate the recent clashes in Nasir and the attack on a UN helicopter, ensuring accountability for any violations.

Furthermore, the summit tasked the IGAD Special Envoy for South Sudan with intensifying efforts to engage all armed groups in adhering to the ceasefire. They acknowledged the importance of grassroots peace dialogues and encouraged the involvement of religious and traditional leaders, as well as civil society, in promoting reconciliation and the inclusion of women, youth, and minority groups.

The meeting was chaired by Ismaïl Omar Guelleh, President of Djibouti, with notable attendees including President Hassan Mohamud of Somalia, representatives from Kenya and Uganda, and various UN and African Union officials, enhancing multilateral engagement in seeking peace.
