Angola Aims to Mediate Talks Between DRC Government and M23 Rebels

A DRC presidential spokesperson acknowledged the initiative, while a deputy spokesperson from M23 referred to it as “a victory of reason” and confirmed their willingness to engage in negotiations.

Angola has been actively working towards establishing a permanent ceasefire and reducing the tensions between the DRC and neighboring Rwanda, the latter accused of supporting the M23 rebels. Rwanda has denied these allegations, asserting its military actions are defensive, aimed at protecting against hostile forces from the DRC army and local militias.

The M23 rebels have made significant territorial gains, having captured the eastern DRC’s two largest cities since January amidst a protracted conflict linked to Rwanda’s 1994 genocide and competition for the DRC’s extensive mineral resources. Recently, DRC President Felix Tshisekedi visited Angola, where he met with President Joao Lourenco, who emphasized Angola’s role in mediating this conflict.

Angola’s presidency stated, “Angola, as mediator in the conflict in the east of DRC, will establish contacts with the M23, so that delegations from DRC and the M23 can hold direct negotiations in Luanda in the coming days.” This initiative may provide a pivotal opportunity for dialogue in a historically fraught situation.
