EU Urges South Sudan Leaders to Prevent Return to Conflict
The EU has warned South Sudan’s leaders of escalating tensions and urged immediate action to avert renewed conflict, especially following clashes in Nasir County. Ambassador Timo Olkkonen highlighted the need for effective peace mechanisms and dialogue, emphasizing the responsibility of leaders to address these issues and prevent a relapse into war. The EU continues to support South Sudan with humanitarian and development aid.
The European Union (EU) delegation in South Sudan has issued a grave warning concerning the nation’s worsening security situation, especially following recent clashes in Nasir County, Upper Nile. The EU urged South Sudan’s leaders to promptly implement measures to prevent a return to full-scale conflict. Rising tensions in Juba and surrounding areas threaten the fragile 2018 peace agreement between President Salva Kiir and First Vice President Riek Machar.
Recent violent clashes between an armed group and government forces in Nasir County resulted in the arrests of significant allies of Mr. Machar, including the petroleum minister and a deputy army chief. President Kiir’s faction has accused the White Army, comprised of armed youths in Nasir, of having connections to Mr. Machar’s SPLA-IO forces, a claim that has been rebuffed by Mr. Machar’s camp.
Following these disturbances, military personnel surrounded Mr. Machar’s residence in Juba, although no official clarification was provided. Supporters of the first vice president expressed concerns that such actions might undermine the 2018 peace accord, which concluded a five-year civil war between forces loyal to both leaders.
Tensions intensified when a United Nations helicopter evacuating South Sudan People’s Defence Forces (SSPDF) was attacked in Nasir, resulting in multiple casualties, including an army commander and a UN crew member. At a workshop organized by the Ceasefire and Transitional Security Arrangements Monitoring and Verification Mechanism (CTSAMVM), EU Ambassador Timo Olkkonen highlighted the pressing requirement for effective peace mechanisms to foster dialogue and maintain calm among parties involved in the peace agreement.
Mr. Olkkonen stated, “The recent events in different parts of the country, particularly in Upper Nile, highlight the critical need for mechanisms that uphold peace, keep dialogue channels open, and avoid unilateral actions or language that could further escalate the situation.” He acknowledged various interpretations of the unfolding events but underscored the need for South Sudan’s leaders to accept responsibility in preventing further conflict.
Furthermore, Mr. Olkkonen urged peace monitors, notably CTSAMVM, to engage more proactively in addressing ceasefire violations. He articulated the hope that such mechanisms could decisively tackle the ongoing disputes. He emphasized the importance of resolving differences among South Sudanese leaders, particularly those signatories of the 2018 peace agreement, to prevent a resurgence of conflict.
As conflicts continue in Upper Nile and Western Equatoria states, the complexities of the situation in South Sudan increase. Mr. Olkkonen called upon all peace partners to recommit to efforts aimed at sustaining stability. The European Union remains a key donor to South Sudan, offering critical humanitarian, development, and economic assistance.
In summary, the European Union has issued an urgent appeal to South Sudan’s leaders to prevent a return to conflict, particularly in light of recent violent clashes and rising tensions. Ambassador Timo Olkkonen emphasized the need for robust peace mechanisms, the importance of maintaining dialogue, and the responsibility of local leaders to work towards conflict resolution. With the ongoing complexities in Upper Nile and Western Equatoria states, sustained commitment from all parties is essential to ensure stability in South Sudan.
