Libya’s Justice Ministry Evaluates International Prisoner Exchange Agreements
The Permanent Committee for Monitoring the Conditions and Issues of Libyan Prisoners Abroad, chaired by Justice Minister Halima Ibrahim, has reviewed several draft agreements for prisoner exchanges with countries like China and Ethiopia. Ongoing negotiations are tied to a ministerial visit to several countries aimed at repatriating Libyan prisoners to complete their sentences domestically. The committee is also working on a prisoner database to improve oversight of Libyan nationals abroad.
The Permanent Committee for Monitoring the Conditions and Issues of Libyan Prisoners Abroad convened for its first meeting of the year, under the leadership of Minister of Justice Halima Ibrahim. The agenda featured discussions on various draft memorandums of understanding and potential prisoner exchange agreements with nations including China and Ethiopia.
The committee’s review included ongoing negotiations inspired by a trip undertaken by the Ministry of Justice’s Deputy General to Lebanon, Egypt, Malta, Tunisia, and Turkey. This trip aimed to enable Libyan prisoners to complete their sentences within Libya’s borders.
Additionally, the committee emphasized its initiative to create a comprehensive database of all prisoners in countries where the Ministry of Justice maintains legal attachés. There are plans for this database to be further expanded to incorporate additional countries as well.
The recent meeting of the Permanent Committee signifies important steps towards improving the situation of Libyan prisoners abroad. The discussions on agreements with multiple countries and the establishment of a detailed prisoner database reflect the ongoing efforts of the Libyan Justice Ministry to enhance the legal rights and conditions for its citizens abroad.
