Pennsylvania Engages Civix for Election System Overhaul

Pennsylvania has selected Civix to implement a modern election management system aimed at enhancing election accuracy, security, and voter services. The phased implementation is set to conclude by 2028, replacing existing systems including the SURE system and Election Night Reporting. This initiative underscores the administration’s commitment to secure and efficient elections in alignment with practices in several other states.

In Harrisburg, Pennsylvania, Secretary of the Commonwealth Al Schmidt has announced that Civix has been selected to implement a robust election management system. This initiative is designed to enhance the accuracy and security of elections in Pennsylvania, while also improving voter registration and ballot tracking processes. Implementation of this system will occur in phases, with the goal of full rollout by 2028.

Civix’s selection places Pennsylvania alongside other states such as Georgia, Indiana, Iowa, Texas, and Connecticut, which have already adopted similar systems. Secretary Schmidt emphasized the importance of this undertaking, stating, “A modern, streamlined election management system is a critical tool that our 67 county boards of elections need, and our voters expect.”

The new Civix system will replace the current Statewide Uniform Registry of Electors (SURE) as well as the Election Night Reporting (ENR) and campaign finance and lobbying disclosure systems. It will include a public portal, which will provide Pennsylvanians with important information regarding registered voters and upcoming elections as well as access to public election data.

Moreover, the Civix system will facilitate real-time results reporting from each county on election nights, allowing the public to view unofficial election results promptly after polls close. The integration of the campaign finance website will further streamline processes governing compliance with election finance laws.

Civix was chosen from seven proposals submitted following a call for proposals in May 2024. After a thorough evaluation by a diverse team of election professionals, four finalists were shortlisted, leading to the selection of Civix for this important project. CEO Phillip Braithwaite remarked, “Civix is proud to partner with Pennsylvania to implement a scalable, secure, and adaptable system that meets the evolving needs of voters.”

The Commonwealth of Pennsylvania has prioritized the modernization of its election management system by partnering with Civix.
