Notably absent from the attendee list are representatives from nations with which Ecuador has severed diplomatic ties, including Mexico, Venezuela, and Nicaragua. This stems from recent tensions surrounding the incarceration of former Vice President Jorge Glas. Alongside the foreign delegations, notable figures like the vice presidents of the Dominican Republic and El Salvador, as well as the foreign ministers of Bolivia, Brazil, Costa Rica, Morocco, and Panama, are expected to grace the event.

Spain’s attendance will be marked by the President of Congress, Francina Armengol, while the United States will be represented by Secretary of Health, Robert Kennedy Jr., with whom Noboa previously met during the electoral campaign in Florida. Furthermore, China’s Education Minister, Huai Jinpeng, will act as the special envoy from Xi Jinping.

Other ministers from various countries will also attend, including Paraguay’s Interior Minister, Enrique Riera Escudero, and Italy’s State Secretary, Giorgio Silli. The inauguration ceremony will see guests arriving at the Legislative headquarters starting from 08:30 local time until 10:15, prior to Olsen’s entrance. Noboa’s formal entry is expected at 11:00 local time.
