UNHCR Commends Cameroon’s Efforts in Supporting Refugees Through Identification Framework

UNHCR praises Cameroon’s implementation of a national framework for issuing biometric identity documents to refugees, facilitating access to essential services and enhancing integration. Despite notable progress, continued international support and funding are crucial for the sustainability of these initiatives amid rising global displacement.

On March 26, 2025, in Yaoundé, the UN Refugee Agency (UNHCR) expressed its endorsement of Cameroon’s proactive approach towards displacement, highlighting the implementation of a national framework aimed at issuing biometric identity documents to refugees. With over 1.4 million forcibly displaced individuals in the nation, the introduction of these identity documents not only serves as proof of identity but also facilitates access to crucial services, supporting integration and stability for displaced individuals.

The national framework, launched in February 2025, includes the provision of residence permits and national disability cards. Collaboration with UNHCR aims to extend these initiatives, ensuring comprehensive recognition and inclusion of all refugees within Cameroonian society.

Yvette Muhimpundu, UNHCR Representative in Cameroon, remarked on this collaboration, stating, “We are proud of the results of our collaboration with the Government of Cameroon. This decree is a testament to Cameroon’s dedication to upholding the principles of the Global Compact on Refugees and ensuring that refugees have access to essential identification documents.”

The Cameroonian government has enacted various initiatives to bolster refugee inclusion, including a biometric identification program that has provided legal identification to 25,000 refugees. This initiative creates pathways to essential services and economic opportunities, enhancing stability for displaced individuals.

For individuals like Shelley Teckombi, a 36-year-old refugee from the Central African Republic, the biometric ID card symbolizes a vital opportunity for stability and growth. After living without official documentation for seven years, she can now pursue education and employment and access healthcare without fear of arrest.

While significant progress has been made in enhancing the integration of forcibly displaced populations in Cameroon, ongoing international support remains crucial. Sustained funding is imperative to close the financial gaps and ensure the success of these essential initiatives, thereby allowing refugees and internally displaced persons (IDPs) access to the services necessary for their integration and self-reliance.

Given the surge in global displacement, a coordinated international response is vital. Achieving enduring solutions for forcibly displaced individuals relies on the commitment of host governments and the enhancement of global support for those most affected.
