A Rwandan government minister and an M23 spokesperson have been sanctioned by the United States for their alleged roles in the conflict, which peaked with the capture of Goma and subsequent advances into Bukavu.

Reports suggest that M23 fighters are heavily armed and supported by Rwanda. Sasha Lezhnev from The Sentry highlighted multiple United Nations investigative reports that indicate the involvement of Rwandan troops in the DRC.
