Rwanda and Uganda Military Commanders Assess Border Security Challenges

The Rwanda Defence Force and Uganda People’s Defence Forces held their fourth Proximity Commanders’ meeting in Mbarara, Uganda, from March 20-22, 2025, to assess and enhance border security. Key discussions focused on illegal activities and strategies for cross-border collaboration among communities. Commanders from both countries reported progress in previous recommendations and expressed commitment to ongoing partnerships.

On March 20, 2025, the Rwanda Defence Force (RDF) and Uganda People’s Defence Forces (UPDF) convened their fourth Proximity Commanders’ meeting in Mbarara, Uganda. The primary objective was to assess the security situation and identify challenges affecting border communities. The meeting featured commanders from both countries, including Brig Gen Pascal Muhizi for RDF and Maj Gen Paul Muhanguzi for UPDF, emphasizing cross-border security collaboration.

Highlighting the meeting’s discussions, an RDF statement indicated that both delegations considered previous recommendations aimed at combating illegal cross-border activities and addressing contemporary security threats. Strategies were evaluated to foster a supportive environment for cooperation among border communities, thus reducing illegal activities.

Maj Gen Paul Muhanguzi acknowledged the commitment of both countries’ leadership towards these security meetings. He stated, “We are here to assess ourselves on the progress that has been made in creating a conducive environment for the prosperity of our border communities,” reinforcing the importance of regular communication on security issues. Brig Gen Pascal Muhizi commended Uganda for its hospitality, noting that past meetings yielded fruitful outcomes in tackling illegal cross-border activities.

In a noteworthy pre-meeting activity, both delegations visited Ntungamo District, where local leaders, including Chairman Samuel Mucunguzi, expressed gratitude for the ongoing joint security efforts. The visit underscored the collaborative approach to addressing shared border challenges and enhancing socio-economic interactions between the two nations.

The fourth Proximity Commanders’ meeting between the Rwanda Defence Force and Uganda People’s Defence Forces served as a platform to evaluate border security and collaboration. With key military leaders present, both delegations acknowledged progress in addressing illegal activities and assessed strategies for improved cooperation.
