Beverly Ochieng, a senior associate at the Center for Strategic and International Studies’ Africa Program, noted Qatar’s proven track record in mediating peace agreements. Ochieng remarked, “Qatar’s involvement comes as a surprise, but at the same time there is a lot of precedent for Qatar being involved in various peace initiatives or dialogue initiatives.”

Qatar has made significant investments in Rwanda, including a 60% stake in Bugesera International Airport and extensive shares in RwandAir, thereby cementing its economic presence in the region. As Yvon Muya Cimanga from the School of Conflict Studies noted, Qatar is actively pursuing a broader strategy to enhance its international stature through diplomacy and investment.

Noteworthy is Qatar’s desire to diversify its economy beyond petroleum and natural gas, with the Great Lakes region’s mineral wealth presenting opportunities. Muya elaborated that Doha’s investment strategy focuses on modernizing infrastructure, including airports and ports, to bolster bilateral relations with Rwanda and expand its reach in Congo.

Qatar’s recent expansion of its airline network to Kinshasa reflects a commitment to increasing connectivity and engagement in the region. The inaugural flight in June 2024 heightened business relationships and cultural exchanges among nations. Muya emphasized that Qatar’s close relationships with DRC and Rwanda have positioned it well to mediate effectively in the ongoing conflict.

Despite previous setbacks in peace negotiations, President Kagame of Rwanda is reportedly showing responsiveness to international pressure, a development that could facilitate serious dialogues. Analyst Ochieng highlighted the significance of the two leaders coming together for these discussions, indicating a potential turning point in the conflict.
