UAE’s Involvement in Brussels Conference on Syrian Transition

Her Excellency Lana Nusseibeh represented the UAE at the 9th Brussels Conference focused on Syria’s transition. The conference aimed to mobilize global support for a peaceful transition and included discussions on refugee returns and assistance for Syrians. Nusseibeh emphasized women’s role in peace negotiations, condemned violence against civilians, and highlighted the UAE’s support totaling over EUR 1.5 billion since the conflict began.

The United Arab Emirates (UAE), represented by Her Excellency Lana Nusseibeh, Assistant Minister for Political Affairs, attended the 9th Brussels Conference on ‘Standing with Syria: Meeting the Needs for a Successful Transition’ held on March 17-18, 2025. This international gathering facilitated discussions among EU institutions, partner nations, the United Nations, and Syrian civil society to mobilize global support for an inclusive and peaceful transition in Syria.

During the conference, participants agreed to provide ongoing assistance to support Syrians both domestically and in host countries throughout the region. They focused on strategies for the safe and voluntary return of refugees while minimizing impacts on host communities and the limited infrastructure within Syria.

In her address, HE Nusseibeh recognized the collective efforts of various nations and organizations to foster a better future for Syria and emphasized the necessity of an inclusive transition process. She articulated the critical role of women in establishing sustainable peace, noting, “There is a strong link between the active engagement of women in negotiating peace agreements, and the long-term durability of those post-conflict settlements.”

Nusseibeh also highlighted the significance of promoting tolerance and combating extremism. She called for collaborative efforts to prevent terrorist organizations from re-establishing a foothold in Syria and denounced recent attacks against Syrian security forces and civilians, insisting on accountability for the perpetrators involved.

The UAE has been a prominent supporter of the Syrian populace, having provided over EUR 1.5 billion in aid to Syria and Syrian refugees since the onset of conflict, including EUR 250 million within the last two years. Nusseibeh reaffirmed the UAE’s commitment to Syria’s stability, sovereignty, and territorial integrity, urging compliance with international law and the 1974 Agreement on Disengagement from Israel.

Aside from the conference, HE Nusseibeh engaged with EU officials, Members of the European Parliament, and senior diplomats from both European and Middle Eastern nations, fostering diplomatic relations and collaborative efforts.

The participation of the UAE at the Ninth Brussels Conference underscores the nation’s commitment to facilitating a peaceful resolution in Syria through inclusive dialogue, particularly emphasizing the role of women and the importance of counter-terrorism. The UAE’s significant financial support reflects its ongoing dedication to assisting the Syrian people and fostering stability in the region. Collaboration between international partners will be essential to achieving these goals effectively.
