M23 Rebels Withdraw from Congo Peace Talks Following EU Sanctions

Peace talks between the Democratic Republic of Congo (DRC) and the Rwanda-backed M23 rebels, which were scheduled for March 18, 2025, have failed as the M23 withdrew unexpectedly. The rebels’ decision was influenced by new European Union sanctions imposed on their leaders and Rwandan officials, whom they accuse of hampering the negotiations. Although President Félix Tshisekedi was initially reluctant to engage in talks, he agreed following discussions with Angolan President João Lourenço. In spite of M23’s withdrawal, the Congolese delegation plans to continue to Luanda for the discussions. The ongoing conflict has escalated significantly this year, with the M23 capturing critical eastern cities, resulting in substantial casualties and displacements among civilians.

The collapse of the peace negotiations highlights the complex dynamics between the DRC, M23 rebels, and international actors such as the EU. Despite M23’s withdrawal, efforts to address the ongoing conflict will continue with Congo’s delegation attending the talks in Luanda.
