EU and India Collaborate on Counterterrorism Strategies to Combat Violent Extremism

The EU conducted a workshop in New Delhi to address violent extremism, bringing together EU and Indian counterterrorism experts. The discussions focused on strategies for de-radicalization, rehabilitation, and collaborative efforts to combat evolving security threats. The initiative aligns with the EU’s Indo-Pacific strategy and builds on past counter-terrorism engagements between the two parties.

On Wednesday, the European Union (EU) convened a workshop in New Delhi aimed at preventing and countering violent extremism. This event included counterterrorism and security officials from India and EU member states, aligning with the Raisina Dialogue. The discussions emphasized whole-of-government strategies, risk assessment frameworks, exit programs, and reintegration tactics. Participants recognized the importance of collaboration on both soft and hard security elements of counterterrorism initiatives.

The workshop fostered an exchange of best practices regarding the prevention, de-radicalization, and rehabilitation of individuals impacted by violent extremism. This gathering followed a recent visit by the European College of Commissioners to India, wherein Indian Prime Minister Narendra Modi and European Commission President Ursula von der Leyen reiterated the necessity for enhanced cooperation in counter-terrorism and strengthening efforts against terrorism financing.

EU Ambassador Hervé Delphin opened the workshop, which included representatives from EU institutions and member countries such as Belgium, Bulgaria, Germany, and the Netherlands. Former National Investigation Agency (NIA) Director General Dinkar Gupta emphasized the evolving security threats faced by both India and the EU, advocating for innovative solutions and mutual learning to devise more effective de-radicalization strategies.

Maciej Stadejek, the director for security and defense policy within the European External Action Service, remarked that the workshop signifies the strengthening of the EU-India partnership on counterterrorism. He noted that by sharing expertise and promoting dialogue, both parties could enhance their collective capabilities in combating violent extremism while upholding democratic principles and human rights.

This initiative corresponds with the EU’s Indo-Pacific strategy and is part of ongoing EU-India counter-terrorism endeavors, including the ESIWA+ project. This project encompasses regional training for Indian security concerning chemical, biological, and nuclear risks, as well as countering online and drone terrorism. The EU and India’s inaugural joint workshop on terrorism content online occurred in February 2022, building on discussions initiated in November 2020 and continuing the focus on regulating terrorist content online as a priority.

The workshop held in New Delhi highlights the collaborative efforts between the EU and India to combat violent extremism. Through shared knowledge, innovative strategies, and comprehensive prevention methods, both sides are enhancing their counterterrorism capabilities. The event underscores a commitment to democratic values and human rights while fostering regional security partnerships, particularly in the context of the evolving global threat landscape.
