Sara Hossain reported that surveillance apps allow vetted individuals to report women lacking the mandatory hijab, resulting in police warnings, fines, and even the impounding of vehicles. She noted the troubling implementation of technology uniquely targeting women’s clothing compliance, which deviates from typical uses of facial recognition for public protests.

Amid claims by Iran’s new administration of easing hijab enforcement, Hossain warned of a proposed hijab and chastity law that may soon be implemented alongside stricter enforcement measures. She pointed out that although the law has yet to be enacted, its looming presence fosters concern about potential repercussions.

The report also addressed the Revolutionary Guards’ role in enforcing hijab laws, including operations by their designated “ambassadors of kindness.” There have been many arrests of women who do not conform to these regulations, demonstrating a continued crackdown on dissent.

Hossain condemned the severe repression witnessed during protests in 2022 and into 2023, detailing measures taken by authorities to silence dissenters. “Our investigation has taken place over two years. We found quite severe repression of the protests back in 2022 and 23. This year what we’ve all been seeing is an attempt to kind of silence protesters,” she remarked.
