UAE Calls for Enhanced Sanctions on Sudan Over Sexual Violence

The UAE’s UN representative, Mohamed Abushahab, urged the Security Council to include sexual violence in Sudan sanctions. He highlighted the rising incidents of such violence, particularly against children. The UAE also called for increased international pressure for humanitarian aid and negotiations among warring factions to address the ongoing crisis.

Mohamed Abushahab, the United Arab Emirates’ permanent representative to the United Nations, urged the Security Council to categorize conflict-related sexual violence as a distinct factor in the sanctions imposed on Sudan. He underscored this plea during a Security Council Briefing, noting the alarming 221 verified incidents of violence, which included victims as young as infants.

During the briefing, Mr. Abushahab emphasized the necessity of intensifying international pressure on the warring factions in Sudan, specifically the leaders of the Rapid Support Forces (RSF) and the Sudanese Armed Forces (SAF). These efforts are crucial to facilitating humanitarian aid access and encouraging negotiations to resolve the conflict, which tragically erupted from a power struggle in April 2023.

The ongoing conflict has culminated in what is described as the world’s largest humanitarian crisis, displacing over 12 million individuals and resulting in tens of thousands of fatalities. UNICEF Executive Director Catherine Russell highlighted a critical issue by stating that the risk of sexual assault has surged by 80% within the past year, impacting not only women and girls but also men and boys.

Mr. Abushahab remarked, “All perpetrators of conflict-related sexual violence, in Sudan and around the world, must be held accountable. The UAE unequivocally condemns, in the strongest terms, all forms of sexual violence.” He further stressed the importance of providing survivors with necessary care, particularly mental health and psychosocial support, a need that persists well beyond the cessation of hostilities.

He reiteratively called upon the international community to leverage their influence over the warring generals to initiate political negotiations aimed at establishing a permanent end to hostilities. Moreover, he urged the RSF and SAF to facilitate unhindered access for humanitarian assistance, enabling aid to flow to civilians across Sudan’s borders.
