Bahrain and Kuwait Move to Enhance Shipping Operations with New Agreement

Bahrain and Kuwait’s agreement aims to enhance maritime operations by improving vessel access and treatment, with provisions for training, safety, and cooperation. The Shura Council is set to vote on this ratifying agreement which has already received parliamentary approval.

Bahrain and Kuwait are progressing towards enhancing the operational efficiency of shipping routes between their ports through a newly proposed agreement designed for improved treatment of each other’s vessels. This agreement is scheduled for a vote by the Shura Council on Sunday following prior approval from Parliament.

Signed on 20 October 2024 in Kuwait City, the agreement outlines essential provisions for cargo and passenger transportation, including ship inspections and necessary safety protocols. It guarantees equivalent assistance for Bahraini and Kuwaiti vessels facing maritime challenges.

A significant feature of the arrangement includes provisions for training, allowing seafarers from both nations to attend each other’s maritime institutions at lower tuition fees. Both Bahrain’s Ministry of Foreign Affairs and the Ministry of Transportation and Telecommunications have endorsed this initiative, asserting its potential to fortify bilateral relations and align with Bahrain’s maritime legislation.

The Ministry of Transportation describes the agreement as instrumental in maintaining optimal shipping operations and aligning with international norms. A review by the Shura’s Foreign Affairs, Defence and National Security Committee confirmed that the proposal is legally robust.

According to a legal opinion included with the proposal, the ratification of such agreements is required by law under Article 37(2) of Bahrain’s Constitution before they can be enacted. The committee advocates for the agreement, emphasizing its importance for facilitating maritime efficiency and sustaining trade flows.

The anticipated passage of the shipping deal between Bahrain and Kuwait signifies a strategic enhancement of maritime cooperation, which includes provisions for training, dispute resolution, and safety measures.
