Prime Minister Narendra Modi attended the National Day celebrations of Mauritius as the Chief Guest on March 12, 2025. This visit marks a decade since he initiated Vision SAGAR, which stands for “Security and Growth for All in the Region,” significantly enhancing India’s engagement in the Indian Ocean Region through improved connectivity and disaster management.
Ten years later, Prime Minister Modi launched Vision MAHASAGAR, meaning “Mutual and Holistic Advancement for Security and Growth Across Regions.” During his statement, he emphasized the continued commitment to the region’s stability and prosperity. He stated, “Under this, we will extend cooperation through technology sharing, concessional loans and grants,” reinforcing the commitment to partnership with Mauritius and other nations within the Global South.
Foreign Secretary Vikram Misri echoed Modi’s vision in a media briefing, highlighting the initiative as a comprehensive continuation of SAGAR aimed at connecting various regions. He referenced the hosting of the three Voice of the Global South summits and the objective to elevate Global South voices in global discussions, especially during India’s G20 presidency.
The Foreign Secretary further elucidated that advancing Vision MAHASAGAR signifies India’s dedication to the Global South, focusing on trade, capacity building, and mutual security. The vision will also include technology sharing and project-specific financing to support sustainable development efforts within partner nations.
