Rwanda’s Plan to Enhance Support for Children with Disabilities in ECD Centres

The Rwandan government is urging parents of children with disabilities to enroll them in Early Childhood Development centres, as highlighted by Minister Patrice Mugenzi. The initiative addresses the shortage of qualified caregivers and acknowledges the need for increased awareness among parents. The Rwandan government is actively encouraging parents of children with disabilities to enroll them in Early Childhood Development (ECD) centres. This initiative was discussed by Patrice Mugenzi, the Minister of Local Government, on March 12, during a presentation to the Parliamentary Committee on Governance and Gender Affairs, highlighting findings from the 2023/24 Rwanda Governance Board report. A significant concern noted is the inadequate care for children with disabilities, which currently stands at just over 6 percent.

Minister Mugenzi pointed out that many parents struggle to acknowledge their children’s disabilities, making it challenging to provide adequate support. He reported that a nationwide assessment identified 561,620 individuals with disabilities, providing essential data for raising awareness and encouraging enrollment in ECD centres. He highlighted the crucial roles of community health workers and family support groups in this initiative, stating that training has been provided to ensure that these children receive the necessary care and integration into ECD programs.

Additionally, the government has established parent support groups to offer training on effective caregiving techniques, including physical therapies for limb adjustment. On the topic of mobility aids, Mugenzi announced that in the 2023/24 fiscal year, partners have provided 450 orthoses and prostheses for children in need, although challenges persist in ensuring all affected children receive the necessary assistance.

The Minister also emphasized the importance of accessibility in newly constructed ECD centres, which now adhere to regulations designed to accommodate children with disabilities. Furthermore, there is a commitment to review and categorize disabilities systematically to prioritize support for those in urgent need within the ministry’s strategic plans.
