India and Madagascar: Strengthening a Historic Partnership in the Indian Ocean
Lok Sabha Speaker Shri Om Birla emphasized India’s strategic partnership with Madagascar, recognizing it as a crucial ally in the Indian Ocean. The meeting with H.E. Mr. Justin Tokely highlighted shared historical ties, mutual growth interests, and commitments to democracy and capacity building in both nations.
On March 12, 2025, Lok Sabha Speaker Shri Om Birla affirmed India’s esteemed relationship with Madagascar, recognizing it as a reliable ally in the Indian Ocean region. He articulated that this partnership significantly contributes to regional stability and economic prosperity, aligning with India’s vision of “SAGAR” (Security and Growth for All in the Region). Shri Birla conveyed these thoughts during a meeting with the Parliamentary Delegation from Madagascar, led by H.E. Mr. Justin Tokely.
Shri Birla emphasized the historical ties between India and Madagascar, which include centuries of trade and cultural exchange. He highlighted India’s commitment to providing aid to neighboring countries, especially during crises, through humanitarian assistance and disaster relief initiatives. He pointed out India’s support for various development projects in Madagascar and acknowledged the vital role of the Indian Diaspora in enhancing bilateral relations.
The Speaker also shared insights into India’s democratic framework, underscoring its significance as the world’s largest democracy. He noted the increase in voter engagement, citing a nearly 66% turnout in the 2024 general elections, which reflects the faith of the Indian populace in democracy. Shri Birla informed the Malagasy delegation about the operations of the Indian Parliament and the Budget Session.
Addressing capacity building, Shri Birla expressed his desire to offer tailored training programs through the Parliamentary Research and Training Institute for Democracies (PRIDE) to benefit Madagascar’s legislators. He encouraged mutual exchanges of parliamentary delegations to foster learning and collaboration.
H.E. Mr. Justin Tokely expressed gratitude towards Shri Birla for the warm welcome by the Parliament of India. He acknowledged India’s rapid economic growth and technological advancements, emphasizing shared interests in key sectors such as agriculture, maritime security, healthcare, and education. H.E. Tokely advocated for enhanced cooperation in these areas alongside cultural exchanges.
