Kuwait Implements Major Penal Reform by Reducing Life Sentences to 20 Years

Kuwait has reformed its penal system by reducing life sentences to 20 years, replacing previous hard labor policies. On March 7, 2025, His Highness the Amir Sheikh Mishaal Al-Ahmad Al-Jaber Al-Sabah directed a significant reform in the penal system of Kuwait. Acting Prime Minister and Minister of Interior, His Excellency Sheikh Fahd Yousef Saud Al-Sabah, announced the reduction of life sentences to 20 years, replacing the previous policy of life imprisonment with permanent hard labor.

Additionally, Sheikh Fahd Yousef mandated the establishment of a specialized committee tasked with reviewing the cases of inmates serving life sentences as they approach their 20-year term. He urged correctional institution leaders to expedite the process of evaluating these eligible inmates for potential release.

This reform reflects Kuwait’s commitment to enhancing rehabilitation and reform within its correctional system. Sheikh Fahd emphasized the need for a balance between justice enforcement and giving inmates a chance to reintegrate into society post-incarceration.
