Continual Violation of R-ARCISS: South Sudan’s Quest for Peace Under Threat
The Revitalized Agreement on the Resolution of the Conflict in South Sudan (R-ARCISS) has been rendered ineffective due to the leaders’ continuous failure to implement its terms. Six years after its signing, violence and political repression persist. Recent political and military maneuvers highlight ongoing instability, urging the need for genuine cooperation among leaders to achieve lasting peace in South Sudan.
The Revitalized Agreement on the Resolution of the Conflict in South Sudan (R-ARCISS) has proven ineffective, as the leaders who signed it consistently fail to implement the peace accord, undermining its credibility and relevance. There exists a pervasive disconnect between these leaders and the citizens they govern, leading to widespread skepticism regarding their commitment to peace and stability.
Despite the lofty aims of R-ARCISS, six years post-signing, South Sudan remains in turmoil, grappling with violence and human rights violations. The leaders’ inability to enact reforms or uphold the intentions of the agreement has led to its characterization as defunct, dysfunctional, and effectively lifeless.
Recent developments across various states underscore the persistent challenges to peace in the region. The unlawful detention of SPLM-IO leaders in Western Bahr El Ghazal, Upper Nile, and Equatoria exemplifies the ongoing targeting of political adversaries. These actions detract from the prospect of reconciliation and highlight the prevailing climate of fear.
In January 2025, a military operation led by General Olony Dak Thubo in Nasir and Ulang counties further compromised the fragile peace. Conducted without public oversight, this maneuver was seen as an infringement on local communities rather than a legitimate troop rotation, raising alarms about the intentions behind military actions in the region.
February 2025 witnessed the abrupt removal of the Western Bahr El Ghazal Governor by President Salva Kiir, an action taken without regard for due process or consultation with the SPLM-IO, marking a blatant disregard for the principles of R-ARCISS. This incident revived memories of previous political purges in South Sudan, contributing to an atmosphere of instability.
