Philippines Advocates for Human Rights Through the Fourth Philippine Human Rights Plan
The Philippines presented its Fourth Philippine Human Rights Plan (PHRP4) at the Human Rights Council in Geneva on February 25, 2025. The plan focuses on integrating human rights into national development, emphasizing inclusive governance and partnerships. On February 25, 2025, during the 58th Session of the Human Rights Council in Geneva, the Philippines unveiled its Fourth Philippine Human Rights Plan (PHRP4). This initiative emphasizes the country’s commitment to enhancing human rights through collaborative governance and partnerships. Undersecretary for Foreign Affairs, Charles Jose, highlighted the PHRP4 as a roadmap that integrates human rights into the national development agenda, particularly focusing on protecting vulnerable populations.
The PHRP4 was developed through an inclusive process that engaged 485 civil society organizations and over 500 grassroots stakeholders. Undersecretary Severo Catura from the Presidential Human Rights Committee Secretariat confirmed the significance of this participatory approach. The plan encompasses eight chapters that address essential rights, including civil and political rights, gender equality, and the rights of marginalized groups, aligning with international human rights treaties.
This initiative responds to one of the pledges made by the Philippine Government during the 75th Anniversary of the Universal Declaration of Human Rights in December 2023. Catura expressed that the PHRP4 serves as a clarion call for a governance system deeply rooted in human rights, aimed at empowering vulnerable communities.
Permanent Representative Carlos D. Sorreta emphasized the Philippines’ active investment in human rights and the importance of external partnerships to implement the plan effectively. Civil society representative, Mr. Abner Manlapaz, called for greater collaboration between governments and civil society to promote human rights and shared responsibility.
The side event was organized by the Philippine Mission to the United Nations in Geneva and the PHRCS, aligning with the country’s policy of engagement in human rights advocacy during the ongoing 58th session, which lasts until April 4, 2025.
