Canada Imposes Sanctions on Rwanda Amid DRC Conflict

The Canadian government has imposed sanctions on Rwanda due to its involvement in the conflict in the Democratic Republic of Congo. On Monday, the Canadian government enacted sanctions against Rwanda in response to the ongoing conflict in the Democratic Republic of Congo (DRC). A directive from the Ministries of Foreign Affairs, International Development, and Export Promotion has led to a suspension of permits for exporting controlled goods and technology to Rwanda. Additionally, Canada has halted government-to-government agreements and support for private sector initiatives in Rwanda.

The recent measures also include a review of Canada’s participation in international events in Rwanda, alongside any proposals from Rwanda to host such events. Ministers Mélanie Joly, Ahmed Hussen, and Mary Ng stated, “As a result of Rwanda’s actions in the eastern DRC, the government of Canada has decided to… review government of Canada participation at international events hosted in Rwanda.”

Furthermore, Canada summoned the Rwandan High Commissioner to express its strong opposition to Rwanda’s actions which undermine DRC’s sovereignty and integrity. In conjunction with these sanctions, the Canadian government announced $15 million in humanitarian assistance aimed at addressing the urgent needs of those affected by the crisis in the DRC.

Prime Minister Justin Trudeau condemned the capture of Goma and Bukavu by the M23 rebel group and criticized the presence of the Rwanda Defence Force in the DRC, asserting their support for M23. He emphasized Canada’s support for regional efforts towards establishing peace, urging all parties to honor their commitments under the Luanda and Nairobi processes to address humanitarian needs and the root causes of the conflict.
