UN Secretary-General Antonio Guterres commended the Arab League’s initiative aimed at rallying global support for Gaza’s reconstruction. He emphasized the need for urgent actions, such as de-escalation and cessation of Israeli settlement expansion, reiterating that Jerusalem must function as the capital for both Israel and Palestine. Guterres remarked, “There is no justice without accountability, and no sustainable reconstruction without a clear political horizon.”

European Council President António Costa also affirmed Europe’s support for Egypt’s reconstruction plan for Gaza and rejected any efforts to modify Gaza’s demographic makeup. He reinforced the EU’s commitment to the two-state solution, stating, “The international community must offer Palestinians a glimmer of hope. We fully support Egypt’s plan for Gaza and remain committed to a just and lasting peace.”
