Ethiopia and Somalia Strengthen Diplomatic Ties Amid Security Challenges

On Thursday, Ethiopian Prime Minister Abiy Ahmed visited Somalia for a meeting with President Hassan Sheikh Mohamud, aiming to bolster their delicate reconciliation after recent tensions concerning ties with the separatist region of Somaliland. The leaders engaged in discussions covering various topics, including peace and security, economic cooperation, diplomacy, and potential joint infrastructure initiatives.

Ahead of the meeting, the Somali government emphasized that combating regional terrorism would also be a focal point of their discussions. Security incidents were reported near Mogadishu airport shortly after the Ethiopian delegation’s arrival, but authorities confirmed that the delegation departed without incident.

The security landscape in Somalia remains precarious, primarily due to the presence of the Islamist group Al-Shabab. Local residents reported mortar attacks in the Bulohubey neighborhood, resulting in injuries, though members of the Ethiopian delegation stated they were unaware of such incidents occurring during their visit.

Relations between Ethiopia and Somalia deteriorated last year after Ethiopia forged a deal with Somaliland regarding maritime access. However, both nations restored full diplomatic relations in January following mediation by Turkiye, with Thursday’s meeting signifying a step towards normalizing their relationship.

In a statement following the talks, Prime Minister Abiy stressed the importance of regional cooperation and collaboration, reaffirming Ethiopia’s commitment to work together with Somalia. A source at the Somali presidential palace remarked that Abiy’s visit aligns with ongoing efforts to implement the Ankara agreements reached in Turkey during December.

The January 2024 agreement between Somaliland and Ethiopia may have involved potential recognition of Somaliland’s independence by Addis Ababa, in exchange for a strategic naval base access for Ethiopia. This agreement incited considerable anger in Mogadishu, leading to the withdrawal of its ambassador from Ethiopia. However, the future of this deal in light of the recent rapprochement remains unclear.
