DGSN Signs Agreement to Strengthen State Defense in Courts

The DGSN and Kingdom Judicial Agency have signed a partnership agreement to improve collaboration in defending state interests in judicial matters. This initiative aims to enhance litigation management, legal expertise exchange, and reinforce the rights of law enforcement. A Steering Committee will ensure effective implementation, based on previously established agreements focused on training and capacity development.

On Wednesday, Morocco’s General Directorate of National Security (DGSN) and the Kingdom Judicial Agency (AJR) formalized a partnership agreement at the Ministry of Economy and Finance. This initiative aims to bolster cooperation in defending state interests in judicial matters, as affirmed by signing parties including Economy and Finance Minister Nadia Fettah, DGSN and Territorial Surveillance Director General Abdellatif Hammouchi, and Kingdom Judicial Agent Abderrahman Lamtouni.

The newly established framework focuses on litigation management, risk mapping, and protecting state interests within the courts. The agreement also seeks to enhance legal expertise and capabilities, ultimately fostering greater public trust in administrative services.

Key commitments of the agreement include coordinating defense efforts and overseeing the enforcement of judicial rulings that favor the DGSN and its personnel. It emphasizes reinforcing the rights of law enforcement officials against physical and verbal assaults during their duties, aligning with the principle of “State Protection.”

A Steering Committee will be formed to ensure effective implementation of this partnership, responsible for devising joint action plans and establishing guidelines for collaboration. A Technical Committee will carry out these approved plans and initiate future projects, further solidifying the partnership’s objectives.

This agreement follows the DGSN’s previous initiatives, including a 2022 cooperation agreement with the National Human Rights Council aimed at enhancing law enforcement training and capacity. A recent training program arose from this collaboration regarding migration and Morocco’s obligations in safeguarding migrant rights.

According to the DGSN’s 2024 report, the agency has achieved significant progress, including a 10% reduction in violent crimes from last year and a 95% resolution rate for documented cases. Notably, the DGSN dismantled 947 criminal networks and arrested 1,561 individuals, further emphasizing its commitment to public safety. Additionally, it has made strides in digital transformation, issuing approximately 4.7 million electronic national identity cards in 2024, and expanding its international presence by attaining the position of Vice President for Africa at Interpol during the General Assembly in Glasgow.
