Costa Rica Abstains From UN Resolution Condemning Russia’s Actions in Ukraine

Costa Rica abstained from a UN vote condemning Russia’s invasion of Ukraine, despite previously co-sponsoring the resolution. Costa Rica has chosen to abstain from a recent United Nations (UN) vote condemning Russia’s invasion of Ukraine. During the assembly, the resolution denounced Russia’s actions and referred to the situation as a “full-scale invasion.” Despite initially co-sponsoring the resolution, Costa Rica refrained from voting amidst a backdrop of 93 votes in favor, 18 against—including the United States and Russia—and 65 abstentions.

The resolution reiterated support for Ukraine’s sovereignty and territorial integrity, three years into the conflict. It called for an immediate end to hostilities and the unconditional withdrawal of Russian military forces in line with internationally recognized borders. Additionally, it encouraged renewed diplomatic efforts aimed at preventing further escalation and achieving a peaceful resolution.

Ambassador Maritza Chan, representing Costa Rica at the UN, declined to elaborate on the reasons for the abstention when questioned by local media. Former President Laura Chinchilla publicly criticized this decision, expressing disappointment over the country’s choice to abandon its foundational foreign policy values. In her remarks, she stated, “What a shame!… sacrificing the essential values of our foreign policy?”

Former President Miguel Angel Rodriguez also voiced his disapproval, lamenting that abstaining from the resolution undermines Costa Rica’s principles regarding territorial integrity. He remarked, “I am deeply hurt by Costa Rica’s refraining from defending the principle of Ukraine’s territorial integrity… breaking with an uninterrupted foreign policy of defense against non-aggression.”

At present, there has been no official communication from the Ministry of Foreign Affairs explaining Costa Rica’s stance on the UN resolution. This lack of transparency has raised questions regarding the nation’s commitment to its long-standing principles in foreign relations.
