Humanitarian Crisis Escalates in Eastern Democratic Republic of Congo

The humanitarian crisis in eastern Democratic Republic of the Congo (DRC) is worsening due to ongoing M23 rebel assaults, which have displaced tens of thousands and resulted in numerous fatalities, according to reports from UN humanitarian officials. In a regular news briefing, UN Spokesperson Stéphane Dujarric informed that aid workers have also been among those affected, facing serious threats in the conflict-embattled region.

Specifically, over 100,000 individuals, including many children, have fled their homes in Lubero Territory, north of Goma, following recent clashes. Humanitarian aid efforts are severely disrupted, with some local health facilities suspending operations amidst escalating human rights violations, including reported acts of sexual violence.

The violence perpetrated by M23 rebels has intensified in both North and South Kivu, with the group capturing strategic towns and creating an environment marked by increased criminal activities. In Goma, incidents of home invasions, kidnappings, and vehicle hijacking have surged, resulting in injuries and fatalities among humanitarian personnel.

In South Kivu, particularly in Bukavu and Uvira, similar surges in crime, including rape and looting, have been noted by UN aid partners. Tragically, a humanitarian worker was killed by a stray bullet during a confrontation in Masisi Territory, raising the total number of aid workers lost since January to six.

The UN peacekeeping mission in the DRC (MONUSCO) has characterized the situation in M23-controlled areas as “unstable and highly unpredictable.” MONUSCO’s capacity to carry out its mandate is reportedly compromised in these regions. Nonetheless, the mission continues to offer protection to those who have sought refuge in its bases and is working to find safe exit routes for displaced individuals.

Additionally, MONUSCO facilitated the medical evacuation of 19 troops from the Southern African Development Community Mission in the DRC from the regional capital, Goma, as part of ongoing efforts to stabilize the crisis affected zones.
