The U.S. Treasury Department stated that Kabarebe plays a key role in Rwanda’s backing of the M23 armed group, which has been linked to violence and human rights abuses in the region. Furthermore, the U.S. called for Rwanda to return to negotiations involving the Angola-led Luanda Process to help resolve the conflict.

As violence escalates, the Red Cross is engaged in recovering bodies for mass burials, with reports indicating that children are among the deceased. In light of these grave circumstances, U.N. officials have urged both Rwanda and the M23 to respect human rights and uphold international humanitarian standards. The M23 has denied accusations of wrongdoing, attributing the violence to the Congolese army instead.
