Kyrgyzstan Advances C190 Implementation Through Policy Dialogues Against Violence
On November 26, 2024, the Kyrgyz Parliament launched policy dialogues to implement ILO Convention No. 190 during the 16 Days of Activism Against Gender-Based Violence. The meeting emphasized government commitment to eradicate violence and harassment in the workplace, furthering legislative efforts in alignment with international standards. Over 40 representatives from various sectors participated in discussions that will inform forthcoming amendments to labor laws, underscoring Kyrgyzstan’s leadership in gender equality initiatives.
On November 26, 2024, the Parliament Council on the Rights of Women, Children and Gender Equality of the Kyrgyz Republic convened a significant meeting in Bishkek in partnership with the International Labour Organization (ILO) and UN Women. This event, marking the onset of the 16 Days of Activism Against Gender-Based Violence, aimed to address Kyrgyzstan’s commitment to implementing ILO Convention No. 190, which focuses on violence and harassment in the workplace. In her opening remarks, Antje Grawe, UN Resident Coordinator in Kyrgyzstan, emphasized the need to eradicate gender-based violence to achieve gender equality as part of the 2030 Agenda.
Kyrgyzstan ratified ILO Convention No. 190 in June 2024, making it the first Central Asian country to do so. This pivotal decision underscores the government’s dedication to providing a safe and equitable work environment devoid of violence. Özge Berber Agtaş, a Gender Equality and Non-discrimination Specialist from ILO, launched a series of policy dialogues at the meeting to prevent and address violence and harassment at work. These dialogues included discussions on legislative measures adopted globally and detailed the recommendations made to amend local labor laws in alignment with C190 provisions.
The discussions led to a fruitful exchange of knowledge and experiences among participants, which included over 40 council members, MPs, government representatives, social partners, and NGOs. As a result, the Parliament adopted a resolution recommending specific actions to the Cabinet of Ministers aimed at implementing C190 effectively. The Ministry of Labour is tasked with reviewing proposed amendments to existing labor laws to introduce comprehensive legislation that embodies the spirit and intent of ILO Convention No. 190.
The International Labour Organization (ILO) Convention No. 190, adopted in 2019, addresses violence and harassment in the world of work. This framework outlines the necessity for member states to ensure a safe and equitable working environment for all individuals.
